When the going gets tough; the tough call on professional managers. A couple of recent stories indicate that governments turn more to professional management, or “technocrats,” for help when governments find themselves in crises. In Italy, the nation rejected the long-running (rare for Italy) charismatic, if controversial, prime minister Silvio Berlusconi in favor of economist Mario Monti.
This news comes on the heels a report from IBM Global Business solutions that professionally-managed cities are nearly 10 percent more efficient than their politically-managed cities.
